Government reference framework on public participation (final version)

June 19, 2017—The Minister responsible for Access to Information and the Reform of Democratic Institutions has unveiled the government reference framework on public participation, a key initiative of the Québec government that highlights its determination to offer Quebecers more open government.

Public participation has become more widespread in the course of the Québec government’s development. One challenge arising from participatory practice is to design, enhance and integrate it into the public policy elaboration process. A soundly designed participatory approach is essential in order to benefit from it. To this end, it is important to draw on solid principles. The reference framework proposes seven guiding principles and 38 implementation criteria aimed at mapping out public participation by the machinery of government.

It is a means of promoting active participation by the public in the decision-making process in different sectors of government activity. It leaves to the designers and managers responsible for the implementation of a participatory approach the choice of methods and the techniques best adapted to different sectors of application. It is, first and foremost, a tool to help elaborate and design the government’s public participation approaches according to the minimal principles to be observed or to help decision-makers elaborate their own public participation policy. It is also designed to support government departments and bodies in the elaboration of their public participation initiatives adapted to their specific culture, context, needs and objectives.

The final version of the reference framework hinges on best practices in the realm of public participation the world over. The Secrétariat à l’accès à l’information et à la réforme des institutions démocratiques, in collaboration with six government departments and secretariats, elaborated the reference framework, and it has been enhanced by contributions from the participants in the public consultation held between November 7, 2016 and March 31, 2017.
